I started the game with primary insured weapon (ISO Hemlock) in slot one, contraband SMG in slot 2. The game loaded with nothing usable for primary weapon : note, not even fists. I can switch to second weapon but what the video doesn't show is that it's also not possible to un-equip that second weapon back to fists/nothing.it's not only when you have 1 insured slot, it sometimes happens when the blueprint is bugged somehow. usually re-building the saved weapon helps. 1. Don't know about B21 but my last 3 deployments in Al Mazrah has a bugged weapon case: nowhere to be found. Interesting maybe it's all the maps.
